Vocational Rehabilitation Counselor

At the GS 9, under the general supervision of the VRE officer; incumbent performs a limited range of case management responsibilities for training and employment services on a range of cases including those requiring special procedures:
Will be assigned limited range of initial evaluation cases in which the degree of difficulty in determining entitlement is minimal. Provides individual and group counseling sessions to provide information and assistance with the program. Conduct comprehensive initial evaluations to determine entitlement to Chapter 31 rehabilitation benefits and the need for independent living services. Assists the veteran in exploring and identifying rehabilitation needs, goals and objectives. Provides problem solving counseling to a diverse adult population with a wide range of disabilities to facilitate the achievement of rehab objectives. Provides comprehensive employment and post-employment services. Participation in outreach programs (both onsite and offsite). Represents the VA by acting as liaison with local military installations by providing information on the VRE programs. Serves as liaison with community educational facilities to provide on campus support to veteran students. The Vocational Rehabilitation Counselors (VRCs) are located in the Veterans Benefits Administration (VBA) Regional Office (RO), RO Out based office location, Vet Success On Campus (VSOC) school site, or Integrated Disability Evaluation System (IDES military installation). VRCs in the VBA provide and coordinate a wide range of rehabilitation counseling and case management services to disabled veterans and other eligible individuals. VRCs assigned to VSOC are located at a partnering school campus and serve as a liaison with school officials and represent VA on all matters under VA jurisdiction. The IDES VRCs are located at partnering Department of Defense (DOD) military installation and provides early outreach to wounded, ill or injured active duty Service members. Incumbent may be assigned to one or more schools or military installations, requiring coordination and interaction with officials from different schools or military officials. Specialized experience may have been gained while working with vocational rehabilitation service programs at the Federal, State, Local or private sector levels which required performing initial evaluations; entitlement determination; rehabilitation planning; problem solving; case management, including coordination of all rehabilitation services; case documentation; employment service; administration and interpretation of vocational testing; instructing and interaction with a variety of adults clients, professionals and potential employers; Interpreting and applying Federal and State vocational rehabilitation laws and regulations in the provision of services to disabled adult clients; Providing individual counseling to emotionally and physically disabled adults; and coordinating the service necessary to prepare mentally and physically disabled adults for suitable employment. If one year of work experience is credited for determining minimum qualifications, that year cannot also be used for determining grade level. For example, for candidates with two years of qualifying work experience, but no internship/practicum, the first year of experience is used to meet the basic requirement and the second year of experience to qualify for GS-11. This position is covered by a single agency qualification standard, VA Handbook 5005/6, part II, appendix F2, dated June 3, 2004. All applicants must meet the Basic Educational Requirements and Specialized Experience described below, to qualify. BASIC EDUCATIONAL REQUIREMENT:
Satisfactory completion in an accredited college or university of all the requirements for a master's degree in rehabilitation counseling, including an internship; or a master's degree in counseling psychology or a related field, including 30 semester hours of course work in foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs. Highly Qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position; Best Qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirement of the job; Well Qualified - Applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors. Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the minimum qualification requirements will automatically be placed in the best qualified category.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
