Administrative Officer

Duties of the Administrative Officer includes but are not limited to:
Independently utilizes broad, specialized knowledge of the Medical Center and Service's missions, programs and requirements with the unique characteristics of the health care system (resources, programs, affiliations, demographics, policies, procedures, etc.) to supervise the Service's non-clinical staff and provide expert analysis and advise the Chief. Designs strategies, plans programs, establishes goals, resolves problems, identifies staffing needs, develops clinic structure to establish and maintain an atmosphere conducive to the accomplishment of the overall mission of the health care system. Be responsible for the daily services operations to include independently planning, organizing and executing administrative actions, preparing complex memorandums and communications for the local facility, VISN 15 and National purposes, as appropriate. Analyzes and evaluates the effectiveness and efficiency throughout processes of the Service Line program operations in meeting established goals and objectives utilizing the data of VSSC, Pyramid, MCAO, ARC, VistA and other analytical systems as an expert for the Service. Supervises staff in evaluating data sources for use and the development of reports required for use in the management and direction of the programs. Provides assessment and improvement of complex management processes/systems and improvement of program effectiveness through LEAN Management and other process improvement mechanisms. is primary in development, analysis and improvement of the Service's organizational structures, staffing, delegations of authority, management controls, information and documentation systems and related management functions. Develops life cycle cost analyses of projects and performs economic evaluations of current or projected programs. Leads the efforts for establishing the appropriate staffing levels and skills mix for the services. Manages procurement and contracting. This may include preparing procurement requests, being the COTR for procurements and/or maintaining procurement and contracting records, determining costs, performing costs analysis, soliciting bids, writing sole source justifications and communicating both orally and in writing with contractors. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to:
managing day-to-day administrative functions of the clinical service department, exhibits excellent interpersonal skills, coordinating with Service Line Chief, Supervisors and other departments, researching regulations, monitoring clinic metrics and productivity, maintaining Joint Commission compliance, implementing policies, processes, and procedures, review reports, tracking and following up on mandatory trainings, assisting in recruitment of key vacancies, formulating business development strategies, and serving as the liaison with all staff in order to troubleshoot and resolve complex issues, advising and briefing executive leadership, independently meets all deadlines ensuring on-time submissions,OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree. OR, Combination:

Physical Requirements:
The work is primarily sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
